TOWN OF FLATROCK DISCRETIONARY USE The Town of Flatrock has received an application for a restaurant located at 444 Windgap Road, also known as the Flatrock Fishermen’s Centre. The following is what has been proposed to the Town: Restaurant: Approximately 80 indoor seats (sit-down, food-led service). With some indoor live music on selective dates. Alcohol will be served as part of a restaurant dining experience (not a late-night bar model). Downward facing, shielded lighting will be used to minimize glare and light spill into nearby homes. Patio: daytime and early evening dining. For seated dining only. Parking: Approximately 20–25 on-site parking spaces with clear signage and peak-time management. Proposed operating hours: Indoor dining (typical): 11:00 a.m. – 9:00 p.m. Indoor dining (peak season weekends, limited): up to 10:00 p.m. Friday/Saturday, as appropriate Deliveries and pickups: Scheduled within 8:00 a.m. – 6:00 p.m. where possible and timed to avoid peak dining periods. Environmental responsibility: Waste and recycling stored in sealed, wildlife-resistant containers with regular pickup. Grease and food waste handled through approved systems to prevent odours. TOWN OF FLATROCK PUBLIC CONSULTATION The general public is invited to view a draft copy of the Town of Flatrock Development Regulations Amendment No. 6, 2025. The proposed Development Regulations Amendment will Delete the present Condition 4, dealing with “shop and catering uses”, and Add a new Condition 4 to the Public Buildings Land Use Zone Table. The public may provide any comments or concerns on the proposed change to the Town in writing before Council proceeds with adopting the proposed amendment. The Town of Flatrock draft Development Regulations Amendment No. 6, 2025, shall be on display September 22 to September 29, 2025, from 9:00 am – 4:00 pm, Town Hall, Flatrock. The Town of Flatrock is part of a regional feasibility study to investigate the possibility of a public transit system on the Killick Coast (serving Torbay, Bauline, Flatrock, Bell Island (Wabana), Pouch Cove, Portugal Cove–St. Philip’s, and Logy Bay Middle Cove–Outer Cove). The purpose of this survey is to gather information about individual’s local transportation patterns, transportation needs, and desires to use a localized public transit system. The feasibility study is looking into potential routes, service models, ridership, and community impacts. We are looking into how a potential public transit service could help residents get around their own community, connect with other communities in the region, and/or access services outside the region (i.e. in St. John’s). The survey questions are designed to capture information from those that expect they would use a public transit system at least occasionally. A well-designed system is based on potential rider needs.
